Members of the military will be paid on Oct. 31 despite a lapse in funding during the ongoing government shutdown, the Pentagon and Office of Management and Budget (OMB) confirmed to USA TODAY.

To cover $5.3 billion in military pay, OMB said officials have pulled monies from three different financial accounts, including $2.5 billion from a military spending account allocated as part of the Big Beautiful Bill.

Active-duty military service members' regular pay schedule marks Friday, Oct. 31 as a payday, per the Department of Defense. They are typically paid twice monthly, including at the middle and end of the month.

Despite a lapse in funds, on Oct. 15, members of the military were paid as scheduled after President Donald Trump ordered the defense department to pay service members with any funds "that remain available for expenditure."

Most other federal workers are paid on a biweekly schedule, which lists the next payday as Nov. 7. With the exception of the military and some Department of Homeland Security officers, other federal workers have gone without pay during the shutdown. Their last partial paycheck on Oct. 10 covered hours worked before the shutdown.

OMB said $5.3 billion total to pay troops is being pulled from three accounts: $2.5 billion from the Big Beautiful Bill account, $1.4 billion from a Pentagon procurement account and $1.4 billion from a Research & Development account.

Axios first reported the news on Oct. 29.

The Pentagon also confirmed military members would be paid. In a statement, the Department of War, formally the Department of Defense, credited Trump while — like other agencies in his administration — blaming Democrats.

"President Trump is continuing to make good on his promise to take care of the troops despite the fact Democrats have shut down the government and are fine with our bravest men and women getting no pay," the statement said.

The announcement came after Vice President JD Vance told reporters on Oct. 28 that military members would be paid on Oct. 31, according to reports.

What to know about the push to pay military during shutdown

Despite pay being issued on Oct. 31, Treasury Secretary Scott Bessent said on Oct. 26 that active duty troops will start going without pay by Nov. 15 if the shutdown continues. USA TODAY has reached out to the Treasury Department for more information.

Earlier in October, the Trump administration said it had accepted a $130 million check from a private donor to help cover paychecks of active-duty service members. It's unclear how the check will be used since it apparently wasn't sourced for the Oct. 31 paychecks.

Some lawmakers have also pushed to ensure military pay during the shutdown. A group of Republican senators led by Wisconsin's Ron Johnson introduced a bill on Oct. 15 known as the Shutdown Fairness Act, which would have ensured pay for military members — and some other essential workers — who have remained on the job during the shutdown. However, the bill failed in an Oct. 23 Senate vote.

Will the military get backpay after the shutdown ends?

Under the Government Employee Fair Treatment Act of 2019, which was passed during the last government shutdown, federal workers who are furloughed during a lapse in government funding are entitled to backpay for any hours logged during a shutdown.

This means that all federal workers, including military members, will receive retroactive pay after the shutdown ends for any time worked during the lapse that they weren't paid for.

During the shutdown, essential employees who are still working should continue to document their hours in accordance with special instructions from their agency's payroll provider, according to the Office of Personnel Management.
