Cherhas filed for conservatorship of her sonElijah Blue Allmanagain following his arrests earlier this year.

The 79-year-old "Believe" icon filed a petition earlier this week in Los Angeles Superior Court, according to documents obtained by PEOPLE, to appoint a temporary conservator of the 49-year-old "gravely disabled" and allegedly drug-dependent Allman's estate.

Cher previouslyfiled for a temporary conservatorshipover her son's estate in December 2023 and requested herself as the sole conservator. This time, she requested fiduciary Jason Rubin fill the position.

The new filing claims Allman's life "has significantly deteriorated" since the last conservatorship petition was filed.

The documents claim Allman is "currently in custody in the State of New Hampshire in a locked psychiatric hospital in an attempt to restore him to competency to face criminal charges in two cases across two New Hampshire counties for: felony burglary criminal mischief, simple assault, criminal trespass and breach of bail, but that is just the current set of problems."

Cher alleges Allman "has no concept of money" and "is unable to manage his financial resources and is unable to withstand fraud or undue influence" due to his "severe mental health and addiction issues."

The documents find Cher claiming Allman "spends any money he gets immediately," nearly always on "drugs, expensive hotels and limousine transportation."

The Grammy winner alleges in the documents that Allman hasn't paid "any income taxes," owing $200,000, and did not appear in court after his estranged wife Marieangela Kingordered him to pay spousal support. Cher also claims Allman owed $18,000 to "a drug dealer who tracked him down," leading him to borrow money from a friend "to avoid being harmed."

The documents allege Allman doesn't have an "awareness of consequences for the damage he caused at various Airbnbs where he had been staying; were it not for his friends and family cleaning up the financial and physical messes he made at those residences, he would have even more judgments against him." A recent Airbnb stay allegedly led to Allman owing $50,000.

"Elijah has no ability to manage money, and any dollar he receives from his father’s trust (his only source of income) is immediately squandered without regard for his liabilities or well-being," reads the documents, referencing an alleged annual $120,000 payment Allman receives via Cher's ex-husband Gregg Allman's trust.

Cher claims there's "a clear pattern in Elijah’s behavior," as he "receives his trust distribution" and subsequently "checks into a hotel, usually the Chateau Marmont, buys and does drugs until he runs out of money, ends up in the hospital or overdoses."

"Based on this pattern, if Elijah were to receive his trust distribution, he will use it buy drugs," Cher claims, noting that Allman's actions have led to "thousands of dollars in damages from cigarette burns in the rugs, beds, dressers, broken windows [and] walls." She alleges he's "been thrown out of a total of 18 hotels because he has made guests feel uncomfortable [by] screaming obscenities and acting erratically."

Furthermore, Cher alleges Allman's been "exhibiting hyper-sexual behavior" and once "aggressively" pushed sexual relations onto a young maid at a hotel.

Allman also once allegedly "was found in the middle of traffic passed out in his car. Emergency services responded and transported him to the hospital, where he was administered Narcan," claims his mom in the documents.

Additionally, Cher claims Allman has "caused grease fires while cooking after zoning out and forgetting that food was on the stove" multiple times. She alleges his "situation has become dire on multiple fronts" due to his "severely deteriorated" mental health and "terrible" financial situation, while his "drug dependency is at its worst."

The "If I Could Turn Back Time" musician says Allman is "gravely disabled" and argues a conservatorship over his person is "appropriate" when he returns to California. [Hislatest arrest in Marchoccurred in Windham, N.H.]

Devon Allman, half-brother of Elijah, wrote to the court as well with his own "opinion" about his condition, alleging Elijah "is currently a danger to himself and unable to manage his life and any funds that would become available to him."

"My recent visit to check in on him brought me unfortunate and profound sadness that took weeks of my life to process. His condition, both physical and mental, was appalling and delusional, respectively," continued Devon, 53. He also recalls having "to negotiate with a heroin dealer for a five-figure sum of drug debts" in a "very difficult" situation.

A rep for Cher did not immediately respond to PEOPLE's request for comment.

Cher previouslydismissed her petition for conservatorshipin September 2024 after reaching a private agreement.

Last month, Elijah was arrested after police responded to a report of a residential break-in involving forced entry, according to a press release obtained by PEOPLE. The arrest came days after hewas arrested in the nearby city of Concord and taken into custodyafter he allegedly caused a disturbance at an elite prep school, the Concord Police Department (CPD) confirmed to PEOPLE at the time.

Elijah is due in court for the Concord case on Monday, April 20, and again for the Windham case on Wednesday, April 22. A hearing about the new conservatorship filing is set for Friday, April 24.

International Atomic Energy Agency Director GeneralRafael Grossistressed the need for the thorough verification regime for Iran’s nuclear program, as U.S. President Donald Trump said Tuesday thata second round of talkswith Iran could happen over the next two days.

The Trump administration has said that preventing Iran from gaining a nuclear weapon is a key war aim. Iran has previously said it isn't developing such weapons but rejected limits on its nuclear program.

Last weekend in Pakistan,an initial round of talksbetween the two countries failed to produce an agreement. The White House said Iran’s nuclear ambitions were a central sticking point. But an Iranian diplomatic official, speaking on the condition of anonymity because of the sensitivity of the closed-door talks, denied that negotiations had failed over Iran’s nuclear ambitions.

“Iran has a very ambitious, wide nuclear program so all of that will require the presence of IAEA inspectors,” Grossi told reporters in Seoul. “Otherwise, you will not have an agreement. You will have an illusion of an agreement.”

He said that any agreement on nuclear technology “requires very detailed verification mechanisms.”

Iran has not allowed the IAEA access to its nuclear facilities bombed by Israel and the United States during a 12-day war in June, according to aconfidential IAEA reportcirculated to member states and seen by The Associated Press in February.

The report stressed that it “cannot verify whether Iran has suspended all enrichment-related activities,” or the “size of Iran’s uranium stockpile at the affected nuclear facilities.”

Iran has long insisted its program is peaceful, but the IAEA and Western nations say Tehran had an organized nuclear weapons program up until 2003.

The IAEA has maintained Iran has a stockpile of 440.9 kilograms (972 pounds) of uranium enriched up to 60% purity, a short, technical step away from weapons-grade levels of 90%.

That stockpile could allow Iran to build as many as 10 nuclear bombs, should it decide to weaponize its program, Grossi said earlier.

Such highly enriched nuclear material should normally be verified every month, according to the IAEA’s guidelines.

On Tuesday, former ‌model and fashion software company owner Lonna Drewesclaimed to reportersin a news conference that Swalwell raped her in a hotel in 2018, adding to others’ previous allegations of sexual misconduct by the Democratic politician.

“He raped me and he choked me,” Drewes said. She added that she stands with the other women who spoke out and that she will report the incident to law enforcement.

After Drewes went public, the Los Angeles County Sheriff’s Department, in astatementto themedia, said its Special Victims Bureau opened an investigation into a woman allegedly being sexually assaulted by Swalwell in July 2018 in West Hollywood.

“Once the investigation is completed the investigators will present the case to the Los Angeles County District Attorney’s Office for filing consideration,” the Department statement read.

Drewes’ allegations against Swalwell echo those from multiple women, including a case first reported by theSan Francisco Chronicle, which involved an unnamed former staffer who accused him of sexual assault.CNNalso reported on the case, as well as three other women who described separate instances of Swalwell’s alleged misconduct. TIME has not independently verified the allegations.

Amid the controversy, Swalwell has acknowledged some past “mistakes in judgment,” but denied the allegations of misconduct. His camp vowed to legally challenge the accusations and has sent cease-and-desist letters to some of his accusers.

Sara Azari, representing Swalwell legally,said in a Tuesday statementthat the “deeply offensive” accusations are a “calculated and transparent political hit job designed to destroy the reputation” of the Democratic politician, and she questioned the allegations’ timing, nature, and what she claimed to be a “coordinated rollout.”

Swalwell’s resignation from the House marks a stunning and rapid fall from his status less than a week ago, when he was among the top contenders in the race to succeed California Gov. Gavin Newsom. The state is set to have primaries in June, but the allegations have eroded support for his bid from fellow Democrats.

Newsom on Tuesdayannounceda special election to fill Swalwell’s vacated seat for the state’s 14th congressional district on Aug. 18.

‘I thought I died’

In the press briefing, Drewes claimed that she had contact with Swalwell three times. She said he offered Silicon Valley connections for her firm and had invited her to two public events. She added that at the time, the two talked politics as she was considering running for the Beverly Hills City Council.

On the third encounter, Drewes claimed Swalwell spiked her glass of wine. Before a political event, Swalwell had allegedly invited her to his hotel room to retrieve documents, but the drink had by then left her “incapacitated.”

“I couldn’t move my arms or my body,” Drewes said. While Swalwell allegedly choked her, she claimed she lost consciousness. “I thought I died.”

Drewes asserted that she did not consent and would not have consented to sexual activity with Swalwell and that the incident had impacted her mental health severely. She added that the delay in taking action was driven by “fear of his political power, his background as an attorney, and his family law enforcement ties.”

How Swalwell’s resignation ‘vindicated’ victims

After Swalwell’s resignation, Ally Sammarco, one of the accusers CNN spoke to for its report, toldCBS Newsthat she feels “vindicated” with the development. “He was pushed into a corner, essentially, because they were planning to expel him,” Sammarco said of his resignation, “so I think he did that to save face a little.”

CNN andCBS Newshave also spoken to another accuser, Annika Albrecht, who claimed to have met Swalwell in Washington D.C. while in college. Albrecht told CBS News that Swalwell offered to mentor her. She said Swalwell asked the students to create a group chat, and soon added her on Snapchat.

Albrecht’s initial exchanges with Swalwell were about politics, but they then turned flirtatious. At one point, Swalwell “invited” her to a hotel to meet, to which she stopped responding to him on Snapchat.

“It was very clear what the connotation was,” she told CBS News. “What I keep thinking back to is how lucky I am that I didn’t go to that hotel.”

Albrecht, said of Swalwell’s resignation, “For me, justice won’t be until he can’t ever harm a woman ever again, and he has faced the consequences for the women that he has harmed.”

Swalwell resigned amid threats of expulsion against him andRep. Tony Gonzales (R, Texas), who was dogged by a separate controversy—an affair with his former staffer who later died by suicide. Gonzales also resigned Tuesday.

Many of Swalwell’s political peers have since distanced themselves. Sen. Ruben Gallego (D, Ariz.), who chaired Swalwell’s brief 2020 presidential campaign,acknowledged to reporters Tuesdayhis friendship with the California politician but that he “lied to all of us.” Gallego also denied having any knowledge of Swalwell’s predatory behavior, sexual assault, or harassment, though he said that he asked Swalwell about related rumors.

Rep. Nancy Pelosi (D, Calif.), one of the Democratic Party’s most influential leaders, called Swalwell’sresignationmove a “smart decision,” and she asserted that she knew nothing of the accusations before the reports came out. Pelosi, when she was Speaker, hadelevated Swalwell to coveted House positions, anddefended him in a previous, unrelated issue.

Rep. Alexandria Ocasio-Cortez (D, N.Y.)told reportersthat Congress was at a “resetting point” after Swalwell’s and Gonzales’ resignations, and that the incident has shown that the U.S. has become “acclimated” to similar incidents of sexual abuse and harassment from people in power.

“I don’t think our work is done,” she said. “I think that a lot of the underlying structures that silence victims of sexual harassment and abuse still exist.”

In the clip, he shared numerous photos of Ripley's physique over the years and questioned her recent weight loss. He also highlighted several social media critics claiming she quit steroids and “lost all her aura” as a result.

Ripley set the record straight under the video. “Just a little eating disorder that I'm actively trying to handle ✌🏼” she wrote.

Many fans came to Ripley's defense in the comments section. “Leave female bodies alone,” one person wrote.

“You look amazing no matter what, always prioritize your health above all else,” one person said.

Another user commented, “When did it become OK to comment on people's bodies! She looks great no matter what size she is.”

A week after announcingComics Unleashed With Byron Allenwould replaceThe Late Show With Stephen Colbertbeginning on May 22, the network has hinted it might be a temporary gig.

“We landed on it for a couple reasons,” said Paramount Chair of TV Media George Cheeks, who oversees CBS, at apress conferenceon Wednesday. “We are still going to develop other ideas, other concepts” for the 11:35 p.m. time slot after Allen’s deal expires.

As Cheeks explained, leasing the late-night hour to Allen (who will earn revenue by selling advertising spots duringComics Unleashed) has “immediate profitability” for CBS and “made a lot of sense for us right now.”

That sentiment echoes recent comments byDavid Letterman, the original host ofThe Late Show.

“They don’t want to spend any money, so they’re going to make money," he said on the April 10 episode ofThe Barbara Gaines Show. “They charge Byron Allen some reasonable price. He sells all the advertising for hisComics Unleashed, and it’ll be, I think, 90 minutes or two hours of comics talking about funny stuff.”

Comics Unleashedwill be immediately followed by another of Allen’s programs, the syndicated game showFunny You Should Ask, which has been airing on CBS since last summer.

“Byron’s been a great partner to us at 12:30, so we feel confident he will continue to be a great partner for us at 11:30, as well,” Cheekssaidon Wednesday. “We will continue to develop.”

When CBSannouncedthe end ofThe Late Showafter three decades, the network acknowledged, “This is purely a financial decision against a challenging backdrop in late night. It is not related in any way to the show's performance, content or other matters happening at Paramount.”

But the sun has not officially set on late-night television.

“I believe in late-night,” insisted Cheeks, who previously oversaw primetime and late-night programming at NBC. “I think the reality is that the reach is still there, but the reach is there primarily on YouTube, which is undermonetized. So, if we’re going to go back into that space, we have to go back into that space with a different financial model.”

For now, Allen is looking forward to making the most of his time on the network’s late-night block.

"I created and launchedComics Unleashed20 years ago so my fellow comedians could have a platform to do what we all love — make people laugh," he said in a statement when the show was announced as Colbert’s replacement. "I truly appreciate CBS' confidence in me by picking up our two-hour comedy block ofComics UnleashedandFunny You Should Ask, because the world can never have enough laughter."
